नियम 1.02 की परिभाषाएँ 41 से 60 | Railway Operating Department LDCE Exam
भारतीय रेलवे के Operating Department LDCE, GDCE एवं अन्य Departmental Examinations की तैयारी में G&SR Rule 1.02 – Definitions का विशेष महत्व है।
Part-1 में हमने Definition No. 1 से 20 तथा Part-2 में Definition No. 21 से 40 का अध्ययन किया था। इस तीसरे और अंतिम भाग में Definition No. 41 से 60 को मूल G&SR परिभाषा, सरल हिन्दी व्याख्या, आवश्यक उदाहरण और LDCE Exam Point के साथ समझेंगे।
इस भाग में Obstruction, Running Line, Running Train, Shunting, Special Instructions, Station, Station Limits, Station Master, Subsidiary Rules, System of Working, Track Circuit और Train जैसी अत्यंत महत्वपूर्ण Operating definitions शामिल हैं।
G&SR Rule 1.02 – Definitions.
41. बहु-संकेती सिगनल व्यवस्था
(Multiple Aspect Signalling)
मूल G&SR परिभाषा
‘बहु-संकेती सिगनल व्यवस्था’ का अभिप्राय ऐसी सिगनल व्यवस्था से है जिसमें सिगनल एक समय में तीन या अधिक संकेतों में से किसी एक संकेत को प्रदर्शित करे और जिसमें प्रत्येक सिगनल संकेत की पिछले सिगनल या सिगनलों के संकेत द्वारा पूर्व चेतावनी मिले।

Multiple Aspect Signalling ऐसी signalling system है जिसमें signal तीन या उससे अधिक possible aspects में से किसी एक aspect को display कर सकता है।
इसके साथ ही आगे आने वाले signal indication की Advance Warning पिछले signal या signals के माध्यम से मिलती है।

42. रात (Night)
मूल G&SR परिभाषा
‘रात’ का अभिप्राय सूर्यास्त से सूर्योदय तक का समय है।

G&SR में Night का अर्थ—
Sunset to Sunrise है।
इसे Part-1 की Definition No. 17 Day के साथ याद करें।
Day = Sunrise to Sunset
Night = Sunset to Sunrise

43. अवरोध (Obstruction)
मूल G&SR परिभाषा
‘अवरोध’ तथा सजातीय पदों के अन्तर्गत, लाइन पर या उसका उल्लंघन करने वाली कोई गाड़ी, वाहन या कोई अन्य अवरोध या कोई ऐसी स्थिति, जो गाड़ियों के लिए संकटजनक है।
सरल हिन्दी में व्याख्या
Obstruction का अर्थ केवल track पर खड़ी train या vehicle नहीं है।
ऐसी कोई भी—
Train, Vehicle, Object या Condition
जो line को obstruct/foul करती हो या trains की safe movement के लिए खतरा उत्पन्न करती हो, Obstruction के अंतर्गत आ सकती है।
उदाहरण
यदि कोई vehicle ऐसी स्थिति में खड़ा है जिससे Running Line foul हो रही है, तो वह obstruction हो सकता है।
इसी प्रकार track पर ऐसी unsafe condition जो train movement के लिए danger पैदा करती हो, definition के अनुसार obstruction के दायरे में आ सकती है।

यह definition Operating Department के लिए अत्यंत महत्वपूर्ण है।
44. शिरोपरी उपस्कर
(Overhead Equipment – OHE)
मूल G&SR परिभाषा
‘शिरोपरी उपस्कर’ का अभिप्राय रेलपथ के ऊपर लगे हुए विद्युत चालकों (Conductors), उनके सहायक fittings सहित विद्युत रोधक (Insulators) और अन्य संयोजकों से है जिनके सहारे वे विद्युत कर्षण के लिए लटकाए जाते हैं तथा अपनी जगह टिके रहते हैं।

Overhead Equipment (OHE) railway track के ऊपर स्थित electrical traction system से संबंधित equipment है।
इसमें मुख्य रूप से—
Electrical Conductors, Insulators, Supporting Fittings और अन्य supporting arrangements
शामिल होते हैं।

45. यात्री गाड़ी (Passenger Train)
मूल G&SR परिभाषा
‘यात्री गाड़ी’ का अभिप्राय केवल या मुख्यतः यात्रियों और अन्य कोचिंग यातायात के वहन के काम में लाई जाने वाली गाड़ी से है तथा इसके अन्तर्गत सैनिक गाड़ी भी है।

ऐसी train जिसका उपयोग केवल या मुख्यतः Passengers तथा other Coaching Traffic के transportation के लिए किया जाता है, Passenger Train कहलाती है।
इस definition में Military Train (सैनिक गाड़ी) भी शामिल है।

46. कांटा और ट्रैप संकेतक
(Point and Trap Indicators)
मूल G&SR परिभाषा
‘कांटा और ट्रैप संकेतक’ सिगनल नहीं हैं, किन्तु ये कांटों पर फिट तथा उनके साथ संचालित होकर रात या दिन में कांटों की दिशा बताने वाले उपकरण हैं।
सरल हिन्दी में व्याख्या
Point and Trap Indicators Signals नहीं हैं।
ये Points के साथ fitted और operated devices होते हैं, जिनका काम दिन या रात में Points की position/direction बताना है।

47. परिचालित लाइन (Running Line)
मूल G&SR परिभाषा
‘परिचालित लाइन (Running Line)’ का अभिप्राय एक या अधिक सिगनलों द्वारा शासित लाइनों से है और इसके अन्तर्गत वे संयोजक, यदि कोई हैं, जिनका उपयोग गाड़ी द्वारा स्टेशन में प्रवेश करते समय या स्टेशन से प्रस्थान करते समय या किसी स्टेशन को बिना रुके पार करते समय या स्टेशनों के बीच जाते समय किया जाता है।
सरल हिन्दी में व्याख्या
Running Line ऐसी line है जो एक या अधिक signals द्वारा governed होती है और जिसका उपयोग trains द्वारा actual running movement में किया जाता है।
इसमें applicable Connections भी शामिल हो सकते हैं जिनका उपयोग train—
Station में प्रवेश करते समय, Station से departure करते समय, Station को बिना रुके pass करते समय अथवा Stations के बीच चलते समय करती है।

48. परिचालित गाड़ी (Running Train)
मूल G&SR परिभाषा
‘परिचालित गाड़ी (Running Train)’ का अभिप्राय ऐसी गाड़ी से है जो ‘प्रस्थान प्राधिकार’ के अनुसार प्रस्थान कर चुकी है किन्तु उसने अपनी यात्रा पूरी नहीं की है।
सरल हिन्दी में व्याख्या
कोई train जब applicable Authority to Proceed के अनुसार अपनी journey प्रारंभ कर चुकी हो और अभी अपनी यात्रा पूरी न की हो, तो वह Running Train है।

Authority to Proceed के अनुसार departure + Journey अभी complete नहीं हुई।
इसे Definition No. 6 Authority to Proceed से जोड़कर पढ़ें।
49. शंटिंग (Shunting)
मूल G&SR परिभाषा
‘शंटिंग’ का अभिप्राय उस संचालन से है जो इंजन सहित या उसके बिना किसी वाहन या वाहनों का अथवा किसी इंजन का या किसी अन्य स्वनोदित (Self Propelled) वाहन का गाड़ी के साथ जोड़ने, अलग करने या स्थान बदलने या किसी और प्रयोजन के लिए किया जाए।
सरल हिन्दी में व्याख्या
Shunting railway vehicles की ऐसी movement है जो सामान्यतः—
- Vehicles को train से जोड़ने,
- अलग करने,
- एक स्थान से दूसरे स्थान पर ले जाने,
- Engine की movement,
- Self-propelled vehicle की movement,
- या अन्य संबंधित operational purpose
के लिए की जाती है।
यह movement Engine के साथ या बिना Engine भी हो सकती है।
उदाहरण
एक rake में अतिरिक्त coach/wagon जोड़ने के लिए vehicles को move करना Shunting operation का उदाहरण है।

Shunting को केवल “Engine द्वारा coaches/wagons को आगे-पीछे करना” न समझें।
Definition का scope इससे व्यापक है।
50. विशेष अनुदेश (Special Instructions)
मूल G&SR परिभाषा
‘विशेष अनुदेश’ का अभिप्राय विशेष मामलों या विशेष परिस्थितियों में प्राधिकृत अधिकारी द्वारा समय-समय पर जारी किए जाने वाले अनुदेशों से है।
सरल हिन्दी में व्याख्या
विशेष मामलों या परिस्थितियों के लिए Authorised Officer द्वारा समय-समय पर जारी instructions को Special Instructions कहा जाता है।
महत्वपूर्ण अंतर
इसे Part-1 की Definition No. 4 Approved Special Instructions से confuse नहीं करना चाहिए।

Approved Special Instructions → Commissioner of Railway Safety द्वारा Approved/Prescribed

51. स्टेशन (Station)
मूल G&SR परिभाषा
‘स्टेशन’ का अभिप्राय रेल लाइन पर उस स्थान से है जहाँ यातायात का प्रबंध किया जाता है या जहाँ ‘संचालन पद्धति’ के अधीन ‘प्रस्थान प्राधिकार’ दिया जाता है।

G&SR में Station का अर्थ केवल वह स्थान नहीं है जहाँ passenger train रुकती है।
Station वह place है जहाँ—
Traffic का management किया जाता है, अथवा
applicable System of Working के अंतर्गत Authority to Proceed दिया जाता है।

52. स्टेशन सीमा (Station Limits)
मूल G&SR परिभाषा
‘स्टेशन सीमा’ का अभिप्राय रेल के ऐसे किसी भाग से है जो किसी स्टेशन मास्टर के नियंत्रण में है और जो स्टेशन के बाह्यतम (Outermost) सिगनलों के बीच स्थित है या जो विशेष अनुदेशों द्वारा विनिर्दिष्ट किया जाता है।
सरल हिन्दी में व्याख्या
Station Limits railway का वह निर्धारित portion है जो Station Master के control में होता है।
सामान्य रूप से इसकी सीमा station के Outermost Signals के बीच होती है, अथवा Special Instructions द्वारा निर्धारित की जा सकती है।
विशेष अध्ययन बिंदु
2022 G&SR में Definition No. 52 के बाद SR 1.02(52)-01 में विभिन्न signalling systems तथा Single/Double Line के अनुसार Station Limits के demarcation का विस्तृत प्रावधान दिया गया है।
इसे आगे Station Limits के स्वतंत्र topic में विस्तार से पढ़ना अधिक उपयोगी होगा।

53. स्टेशन मास्टर (Station Master)
मूल G&SR परिभाषा
‘स्टेशन मास्टर’ का अभिप्राय ड्यूटी पर तैनात ऐसे व्यक्ति से है जो उस समय स्टेशन सीमा में यातायात के संचालन के लिए जिम्मेदार है और इसके अन्तर्गत ऐसे अन्य व्यक्ति भी हैं जिनके स्वतंत्र प्रभार (Charge) में उस समय सिगनलों का प्रचालन होता है तथा जिन पर लागू संचालन पद्धति के अधीन गाड़ियों के संचालन की जिम्मेदारी है।
सरल हिन्दी में व्याख्या
G&SR में Station Master का अर्थ केवल designation से Station Master नहीं है।
Definition का मुख्य आधार है—
उस समय Station Limits के भीतर Traffic Working की responsibility।
इसके अंतर्गत वह अन्य person भी आ सकता है जिसके independent charge में signals का operation तथा applicable System of Working के अनुसार train working की responsibility हो।

यह Operating LDCE की अत्यंत महत्वपूर्ण definition है।
54. स्टेशन सेक्शन (Station Section)
मूल G&SR परिभाषा
‘स्टेशन सेक्शन’ का अभिप्राय स्टेशन सीमाओं के ऐसे सेक्शन से है जो निर्धारित signalling arrangement के अनुसार विनिर्दिष्ट होता है।
2022 G&SR में इसके बाद विभिन्न signalling systems के लिए Station Section की विस्तृत सीमाएँ दी गई हैं।
सरल हिन्दी में व्याख्या
Station Section को केवल Station Limits का दूसरा नाम नहीं समझना चाहिए।
यह Station Limits के भीतर निर्धारित portion है जिसकी सीमा लागू signalling system, station class और Single/Double Line arrangement के अनुसार निर्धारित होती है।
उदाहरण के लिए G&SR में Two-Aspect signalling वाले B-Class Station तथा Multiple-Aspect/Modified Lower Quadrant signalling वाले B-Class Station के लिए अलग-अलग arrangements दिए गए हैं।

55. सहायक नियम (Subsidiary Rule)
मूल G&SR परिभाषा
‘सहायक नियम’ का अभिप्राय उस विशेष अनुदेश से है जो तत्संबंधी साधारण नियम का सहायक है तथा किसी साधारण नियम से अलग नहीं है।
सरल हिन्दी में व्याख्या
Subsidiary Rule (SR) संबंधित General Rule (GR) की सहायता और उसके practical application के लिए होता है।
SR को संबंधित General Rule से अलग या उसके विपरीत नहीं समझा जाना चाहिए।
संबंधित SR में यह भी स्पष्ट किया गया है कि पुस्तक में दिए गए Subsidiary Rules को General Rules के साथ पढ़ा जाना है और कर्मचारियों पर उनकी बाध्यता है।

56. संचालन पद्धति (System of Working)
मूल G&SR परिभाषा
‘संचालन पद्धति’ का अभिप्राय रेल के किसी भाग पर गाड़ियों के संचालन के लिए तत्समय अपनाई गई पद्धति से है।
सरल हिन्दी में व्याख्या
Railway के किसी particular section पर trains को safely operate करने के लिए उस समय जो prescribed system लागू है, उसे System of Working कहा जाता है।
G&SR में आगे अलग-अलग Systems of Working के विस्तृत rules दिए गए हैं।

System of Working = उस समय Railway के संबंधित भाग पर Train Working के लिए adopted system.
यह Operating Department के पूरे syllabus की core definition है।
57. ट्रैक सर्किट (Track Circuit)
मूल G&SR परिभाषा
‘ट्रैक सर्किट’ का अभिप्राय विद्युत के उस परिपथ (Circuit) से है जो रेलपथ के किसी भाग पर किसी वाहन की उपस्थिति ज्ञात करने के लिए लगाया जाता है तथा रेलपथ की पटरियाँ परिपथ (Circuit) का अंश मानी जाती हैं।
सरल हिन्दी में व्याख्या
Track Circuit एक electrical circuit है जिसका उपयोग track के निर्धारित portion पर railway vehicle की presence detect करने के लिए किया जाता है।
इसमें rails स्वयं electrical circuit का हिस्सा होती हैं।
उदाहरण
यदि किसी track-circuited portion पर train/vehicle मौजूद है, तो Track Circuit उसकी presence detect करने की signalling arrangement का हिस्सा बनता है।

58. गाड़ी (Train)

‘गाड़ी’ का अभिप्राय वाहनों के साथ या उनके बिना, कोई इंजन अथवा ट्रेलर सहित या उसके बिना, ऐसे स्वनोदित (Self Propelled) वाहन से है, जिसे रेलपथ से आसानी से नहीं उठाया जा सकता है।

G&SR में Train का अर्थ केवल locomotive के साथ coaches/wagons की लंबी formation नहीं है।
Definition के अनुसार इसमें—
Engine with or without Vehicles
तथा निर्धारित प्रकार का Self-Propelled Vehicle
भी शामिल हो सकता है, जिसे track से आसानी से हटाया नहीं जा सकता।

59. गाड़ी परीक्षक (Train Examiner)
मूल G&SR परिभाषा
‘गाड़ी परीक्षक (Train Examiner)’ का अभिप्राय ऐसे रेल सेवक से है जो गाड़ियों की परीक्षा करने और यह प्रमाणित करने के लिए विधिवत रूप से योग्यता प्राप्त है कि वे निरापद परिचालन के उपयुक्त हैं और इसके अन्तर्गत ऐसा कोई अन्य रेल सेवक भी है, जो उस समय गाड़ी परीक्षक की ड्यूटी कर रहा है।
सरल हिन्दी में व्याख्या
Train Examiner ऐसा duly qualified Railway Servant है जिसका कार्य train की examination करना और यह certify करना है कि train Safe Operation के लिए fit है।
Definition में वह अन्य Railway Servant भी शामिल है जो उस समय नियमानुसार Train Examiner की duty कर रहा हो।

60. द्वि-संकेती सिगनल व्यवस्था
(Two-Aspect Signalling)

‘द्वि-संकेती सिगनल व्यवस्था’ का अभिप्राय उस सिगनल व्यवस्था से है जिसमें प्रत्येक सिगनल, किसी एक समय में दो संकेतों में से कोई एक संकेत प्रदर्शित करता है।

Two-Aspect Signalling System में प्रत्येक signal किसी एक समय में दो possible aspects में से एक aspect प्रदर्शित करता है।

⭐ Operating LDCE Exam के लिए अत्यधिक महत्वपूर्ण Definitions
Part-3 में कई definitions सीधे Operating Rules, Signalling और Block Working की foundation हैं। इनमें निम्न definitions पर विशेष ध्यान देना चाहिए:
1. Obstruction (अवरोध) — केवल train/vehicle नहीं; train movement के लिए dangerous condition भी definition में शामिल है।
2. Running Line (परिचालित लाइन) — Signal-governed lines तथा संबंधित Connections की concept अच्छी तरह समझें।
3. Running Train (परिचालित गाड़ी) — Authority to Proceed के अनुसार departure और journey not completed इसके मुख्य elements हैं।
4. Shunting — Definition का scope बहुत व्यापक है। Engine के साथ या बिना vehicles की विभिन्न movements इसमें शामिल हो सकती हैं।
5. Special Instructions — इसे Approved Special Instructions से अलग पहचानना अत्यंत महत्वपूर्ण है।
6. Station — Station का अर्थ केवल passenger stopping place नहीं है। Traffic management और Authority to Proceed इसकी definition के महत्वपूर्ण आधार हैं।
7. Station Limits — Station Master का control तथा Outermost Signals/Special Instructions विशेष रूप से याद रखें।
8. Station Master — Definition designation से अधिक operational responsibility पर आधारित है।
9. Station Section — इसे Station Limits के समान न समझें। दोनों में अंतर समझना Operating LDCE के लिए महत्वपूर्ण है।
10. Subsidiary Rule (SR) — SR संबंधित General Rule का सहायक है और उससे अलग नहीं है।
11. System of Working — Operating Department के लिए सबसे महत्वपूर्ण foundational definitions में से एक है।
12. Track Circuit — Vehicle detection तथा rails के electrical circuit का हिस्सा होने की बात याद रखें।
13. Train — G&SR में Train की definition सामान्य बोलचाल की “train” से अधिक व्यापक है।
14. Multiple Aspect Signalling और Two-Aspect Signalling — दोनों definitions को comparison में तैयार करें।

Operating Department LDCE के लिए इन 60 definitions को पढ़ लेना ही अंतिम उद्देश्य नहीं है। आगे syllabus में जब Signals, Station Working, Block Working, Systems of Working, Shunting, Level Crossing, Train Working और Accident/Abnormal Working आएँगे, तब संबंधित definitions को फिर से उनके actual rules के साथ जोड़कर पढ़ेंगे।
इससे definitions केवल याद नहीं रहेंगी, बल्कि उनका practical operational meaning भी स्पष्ट होगा।

The General and Subsidiary Rules (G&SR) are fundamental to the study of Railway Operating Department LDCE, GDCE and other Departmental Examinations.

41. Multiple-Aspect Signalling

“Multiple-aspect signalling” means a signalling arrangement in which signals display at any one time any one of three or more aspects and in which the aspect of every signal is pre-warned by the aspect of the previous signal or signals.
