Crew Management System (CMS) is a centralized, web-based information technology solution developed by the Centre for Railway Information Systems (CRIS) under the Ministry of Railways, Government of India. It is one of the most important digital applications used by Indian Railways for managing its Running Staff, including Loco Pilots (LPs), Assistant Loco Pilots (ALPs), Train Managers (formerly Guards), Shunters, and other crew involved in train operations.

The primary objective of CMS is to ensure that qualified, medically fit, well-rested, and competent crew members are available for train operations at the right place and at the right time. The system has transformed traditional manual crew booking into a fully computerized, transparent, and real-time process, thereby improving operational efficiency, safety, and resource utilization across the Indian Railways network. Evolution of Crew Management System

Before the implementation of CMS, crew booking was carried out manually using registers and paper records. Crew Controllers had to verify crew availability, rest hours, competency, medical fitness, and route knowledge manually before assigning duties. This process was time-consuming and susceptible to human errors.

To modernize crew management, Indian Railways approved the Crew Management System as part of its digital transformation initiative. The project was sanctioned during 2005–06 and was subsequently implemented in phases across Crew Booking Lobbies throughout Indian Railways. A crew member who has not completed the prescribed rest cannot normally be booked until the applicable conditions are satisfied.
